Let´s start by analyzing the situation.
Is the lack of housing in this town problem of ...planning? immigration? population growth? communication?
It feels like there´s a gap between some of the main actors in this play.
A gap, or even - an ABYSS!
There´s an abyss between
- the two campuses of Umeå: the Arts Campus doesn´t lye on the same place where all the other university departments do, which makes it a separate unit
- the newcomers to Umeå (especially students, but also families and others) and the real-estate companies
- the students and the town
